July 13, 2020As the progression of Covid-19 significantly impacted the ability of businesses, state and local entities to conduct business, NJBA realized the need to preserve the viability of projects in various stages of the permitting process. NJBA advocated to the NJ Legislature and Murphy Administration for a new Permit Extension Act to ensure projects that had received government approvals, would be able to preserve those approvals, without the fear of timeframes expiring due to the public health emergency. NJBA was ultimately successful in its advocacy efforts.
On June 26, Governor Murphy issued a Conditional Veto of A3919/S2346 (Calabrese/Sarlo), and on June 29, the Assembly and Senate voted unanimously to concur with the Governor’s revisions. Governor Murphy signed the legislation into law on July 1 to create the Permit Extension Act (PEA) of 2020. This new law covers permits in existence during the period in which the COVID-19 public health emergency is in effect and tolls permits for an additional 6 months.
NJBA thanks Governor Murphy and the NJ legislature for enacting this fair and balanced law as a crucial piece of the economic puzzle needed to enable NJ’s housing market and economy to recover from the impacts of the Covid-19 pandemic.
